Is it being shoe horned into April, May, second half of August and September in 2020?
Alec Stewart said during the second test that Surrey had seven county championship matches in April and May 2020. By my reckoning that is week commencing 13th, 20th and 27th April and 4th, 11th, 18th and 25th May.
When are the other seven rounds? We know the hundred commences on Friday 17th July with the final is on 15th August, T20 final is on 5th September and the 50 over final is on 19th September. Week commencing 16th, 23rd and 30th August and 6th, 13th, 20th and 27th September?
With presumably the T20 starting on 6th June, as we know the matches will be on Thursday, Friday and Sunday, and going on for six weeks with the hundred and 50 overs competitions commencing on Friday 17th July? This would mean possibly only 11 days of home cricket in 11 weeks between 1st June and 15th August.
With the test match starting in June what happens if one of the incumbent players gets injured? How do you select a replacement if there is no county championship cricket being played to assess players form?

I think the answer to your first question is yes, more or less.
Originally I believe the idea was to mix Blast and Championship games, with the Blast starting on May 22 - obviously allowing some Championship cricket in the very early summer.
To your last question - well, same as now if England want to make changes for the Oval - possible replacement players simply won’t have been playing much or even any red ball.
