This is a temporary structure, just for 2021. The format for 2022 onwards will be discussed and agreed sometime during 2021.
Do we assume that the points scored in the first 10 matches will be carried forward by each team into the 3 Division system?
Not sure how those teams in Divs 2 and 3 will have much motivation. This last part of the season may be anti-climactic if there's no promotion/relegation, unless you're striving to be division 2 (or 3) Champions? There's no mention of these positions being officially recognised.

I believe the ECB and counties should be congratulated on coming up with a format for next season already. By doing this they have already admitted next season will NOT be a normal one. Unlike another another sport which is appears to be in total denial anything is wrong. The ECB are obviously safeguarding the 100 ball, which is their prime objective for next season, but still allowing sufficient red ball matches and coming up with a worthwhile competition. It might not be perfect, but it is better than what we had this year and can be altered if they have further restrictions put in place in 2021. It also allows counties to have some idea of what is potentially going to happen next year and plan for it. It isn’t regional which is good and why worry about a so called Div 2 or 3 at this stage. Surely playing red ball cricket and 10 + games is more important than nick picking ? I can see this being the BASIS for future county championships, despite the ECB and counties denials.

So each county will play 9 other counties over the course of the competition with the last 4 of those 9 being determined after the initial groups complete. Hence there will be 2 fixture releases. This could lead to the odd logistical issue for counties with booking multiple rooms in hotels at comparatively short notice, probably leading to increased costs. It will also be tricky for festival cricket.
An interesting concept though. Let's just hope that 2021 sees the safe return of spectators.

Perhaps, to make Divs 2 and 3 competitive, the winners could be promoted a seeding (with the bottom team demoted one)
