Minimum criteria, 1000 runs including a ton (hence no Titmus, Swan) and over 100 test wickets including 5for. Shakib must qualify as one of the top 10 best ever all rounders.

Jacques Kallis? 13289 runs at 55.37 and 292 wickets at 32.65 looks pretty good to me.
Oh, and Garry Sobers? 8032 runs at 57.78 and 235 wickets at 34.03?

"Good fun in the changing rooms." Gareth Thomas will wish he had been blest with cricketing skills rather than egg chasing. Dusty Miller was renowned for his dry wit. When Geoffrey Boycott plaintively asked "why does everyone take an instant dislike to me?" quipped "it saves time."
Anil Kumble and Haberjahn Singh both scored over 2000 test runs and made centuries, the latter scoring over 3 figures twice but they averaged under 20. Jayasuria had superior batting and bowling averages than Shastri and Carl Hooper but narrowly missed getting 100 test wickets.

Yeah, but he got 3 million one-day wickets and a further 8 billion FC wickets, and as he's only two short of your 100 I reckon he's in. His batting on the other hand was magnifique, as the Eskimos say. Top of the list Sanath.
It's obvious what Pudos is looking for in an all-rounder. Wrong Message Board Pudos but don't give up.

Mehidy Hasan has got 100 test wickets in just his 24th Test Match. Although he hasn't yet achieved the double he made a maiden ton in his last Test and a 50 in the first innings of the current Test v WI. A possible successor to Shakib.
