Am I right in thinking that because of possible insurance reasons Sussex wouldn’t be able to resign him for a period of years?

Matt had a career ending injury to his arm. He may be able to throw a bat around once a week for a 3rd division league team but unfortunately he wouldn’t be able to play 4 day cricket or keep up with the intensive training programs etc of a professional cricketer.
