I thought Durham weren't allowed to sign overseas players as part of the ECB bail-out? But perhaps I've got that wrong. Certainly when the ECB bailed out Kent two or three seasons ago on a repayment to the city council which they couldn't meet, the Kent CEO claimed that the terms of the bail-out included a ban on signing overseas players. If Durham sign Latham, I fear it's only going to provide more gun-powder for Chairman Kennedy's ill-advised war on the ECB!

Have looked into this and Durham has offered deals to Cook until the Champions Trophy and Latham thereafter - but under the terms of the bail-out they require ECB approval. This should be granted this week and so expect an announcement on both signings in the next few days.
Cook will be an overseas player, btw, and Durham are not going down the Kolpak route exploited by Hants, Derbys, Essex and Sussex - if they did it's quite possible that the ECB would not approve the signing,anyway.
As for Latham, Kent rather saw him as a red ball specialist last season but he's having a good winter in white ball cricket with an ODI century and a couple of big T20 scores for (the other) Canterbury. A very good acquisition by Durham, in my opinion, but not a blow to Kent who need a couple of overseas/kolpak bowlers rather than a batsman.
